Eye Skin Hyperpigmentation Help

Looks like i have hyperpigmentation in my tear area and upper eyelids. How can i eliminate or improve these? Lasers? I think any topical or cream is cope. I've already tried Musely's eye serum which has everything in it. Didnt work
