Eyebags that don't go away

So how can I fix my eyebags I ice it and also apply serums to it but they do just stay also the blue shadow color stays. Every night I sleep 7+ hours. Is it pure genetics and can I fix it with operations?

I wouldnt recommend fillers because they can migrate. either get implants if you really want it fixed, or just fraud with concealer
