could be done at home for ~50 bucks given you can do it effectively and not puncture a vessel

There is no true fix but you can use some products to hide it.

-the ordinary caffeine serum for puffiness (morning)
-beauty of joseon eye retinol eye cream for itachi lines and dark circles (night time)

But your better off just using a BB cream or a concealer. This will probably work the best but the other two can definitely help a little bit aswell.
