eyebrows TOO low set?

I feel like my eyebrows are set too low. Generally this could be fine, but my outer canthus doesn't align with the end of my brows which gives me a really nd stare where only the middle of my eye makes contact with my brows. I think having them a little higher would be better, but I'm not experienced enough to say that with confidence.
