Use minoxidil and pluck them over and over.
My eyebrows were orignially to positively tilted. Dont over do it in one session.
I used minoxidil and pluck once a weekand then over time you can shape them a bit.
But dont expect to be able to completely move the brows.
Defenitly look that the outer corners dont go to far down but on the other side while plucking it dont sacrafice to much width
