is there any way to get positively tilted eyebrows if they are neutral right now? like minodoxil and stuff?

If you haven't already try to make them grow as thick an low set as possible using castor oil & latisse & see how they look from there.

Otherwise your eyebrow position is largerly determined by your brow ridge so surgery may be needed.
