Depends on eye area. Very positive looks great on Ian Sommerhalder but GENERALLY speaking neutral with slight positive tilt is best

It depends on how they look naturally, some people have very bushy thick eyebrows that need to be trimmed to look good while others simply don't.
Also the shape matters too, if they are arched you can try to make them straighter by plucking hair on the arches.

You can do all this by yourself perfectly, but if you don't want to risk it you can go to a beautician, just be aware that some might make your eyebrows look overdone/gay.
