Function of lashes is to protect our eyes from dust, insects, intense light, tear evaporation thus lubricating eyes.
Usually men have denser and longer eyelashes (i think reason is obvious), but its not dimorphic trait, in fact longer and denser eyelashes are considered as feminine trait. Its more of a cultural thing.
Regardless, its gives eyes good framing, better contrast (if lashes are dark) and signals youth and health, so it would be logical for women to exaggerate that feature, and i think thats one of the reason why it developed as "feminine" trait.
