They all have hooded eyes and no dark circles.

Both have no eye hooding, and both have dark circles.

To me, it doesn’t matter much as long as your eyes are deep-set (giga-important). IMO both seem to be equally attractive to women, but the debate would come in terms of treatment from other men.

Jordan Barrett and the like would be seen more as dominant, assertive leaders, whilst guys like Mads Mikkelsen would be seen more as quiet, cold, calculating and psychopathic. Both equally intimidating. Also less fat on the upper eyelid might age better due to a lower sagging effect.

Maybe hooded eyes and fat pads aren’t that big a deal. Thoughts?

hooding isn't necessary for a good male eye area, this has been established before. At least decent pfl, tilt and ipd are pre-reqs. Lashes, shape and brow placement/browridge prominence are what separates the good from the very good imo.

What do you think about dark circles?

Fat pads protect the eyes from cold and helps protecting them against an aggressor, moreover they tends to give a youthful look (notice that prettyboys when they have hooded eyes tends to have a hooding which mostly stem from fat pads like Chico) which is extremely important if you want to age well, so a combination of browridges and fat pads is ideal imo (Masculinity and Aesthetic combined in one).
Obviously you don't want to have a hooding (both for upper eyelid and undereye area) which stem ONLY from fat pads it'd look non-threatening.
And objectively the mens of your list aren't equally attractive to womans, Gandy both appeal-wise and aesthetically-wise globally mogs.
