If you're concerned about your upper eyelids, you could always use eyelid tape. They're practically invisible, cheap, and some are even waterproof.
For under-eye bags (and the skin on your face in general), I always recommend using BB-cream/tinted SPF and concealer in general. Always buy products that are a little bit lighter than your actual skin tone, or else you risk making the mistake that I first did and end up with your face looking a little orange.
I always apply a thin layer over my entire face (about the size of your pinky fingernail) after putting on my general moisturizer in the morning. Make sure to blend it in well with either your fingers or an actual makeup brush. I always say that less is more, and you would be much better off starting small and applying more to any super red spots on your face rather than risk getting called a fag by others.
I personally haven't even had anyone notice that I'm wearing anything on my face, and if someone even mentions anything at all, it's limited to them saying that I just have good skin.
I also use an eyebrow brush in the morning to better shape my eyebrows
