You can't grow stubble with your genetics. Shave it off. If you want stubble you'll need to use Minox for 2-3 years.

But you have decent facial bones for going clean shaven anyway so that wont be an issue.

minox isn't worth it imo & getting it naturally from T & dht over time gives you more body hair in total. Imo better to have less facial hair but not have to worry about shaving chest back etc.

Its weird of me to say this but it doesnt seem like u would be better with a slight full stuble tho but i could be wrong.
