Well, these celebrities usually have a bunch of hired people that take care of their image, they get their clothes, shoes, accessories, gadgets, etc. appropriate for each situation. Many also have contracts with famous designer brands that supply them regularly with the latest, trendiest clothes for free.
So, if before an event their people show up with a dress or a skirt, what are they gonna do? They can't back out, they already signed a contract, they have to wear whatever that label wants them to wear, it's also too late for them to shop for something else, so they're kinda stuck in this situation.
