The two studies that I will link were conducted in Nigeria.
Nigeria is the most populous subsaharan country (196M inhabitants), it is located in West Africa which is where most black slaves who were shipped to the Americas come from.
It will certainly give us a fairly accurate estimate of the average dick size for black people, or at the very least for West Africans.

There were 320 participants who were all healthy adults between 21 and 23 years old.
Average flaccid girth : 8.98cm
Average BP flaccid length : 9.30cm
Average BP stretched length : 13.50cm
Those results are ALL under the Western average (which includes mainly American, European and Middle-Eastern studies, and excludes Asian studies).
Average Western flaccid girth : 9.58cm
Average Western BP flaccid length : 9.35cm
Average Western BP stretched length : 14.14cm

"A prospective study to test the scientific veracity of this traditional and apparently mythical belief. Stretched penile length was measured in 115 men between the ages of 30-65 years and its correlation with the body-mass index and the circumference of the hip as measured around the most prominent points on their buttocks, was statistically determined."
Average BP stretched length : 13.37cm
TLDR : blacks are dicklets and the BBC myth is a jewish hoax
