This is not a good idea. Not so much that it is going to create a spike in gun deaths (though that might happen) , but that there will inevitably be some idiot that kills someone under sketchy circumstances while carrying a gun without a permit, and then (assuming it is a straight white male) the media will make it a lead story for months.
