Fluoride in water

Why is their fluoride in all of our drinking water in America? I’ve looked it up and the only good answer is that it’s good for your teeth but fluoride is already in toothpaste. If it’s already in toothpaste why is it in the water to? Not a conspiracy theorist just wondering why fluoride is in drinking water

Fluoride is an industrial waste product, because it is toxic it is difficult to dispose of or sell in large quantities. I think these companies convince municipal governments, which are always staffed with idiots, to buy it and put it in the water supply

yeah fresh water is better, ideally purchased in higher amounts in glass
