For educational purposes how do you fix your eye area

Hypothetically if I have a neutral eye area it looks positive if you're looking up at me and it looks neutral if you're looking down at me but it's not good enough I want it to look positive all the time how would you properly cut the skin around your eye to make that look positive of course this is purely hypothetical and for research purposes if you could send me to anything that would be great because I can't find anything about it
