I have some downward growth from bad habits, can thumbpullling and mewing for forward growth combat this ? I’m 16 and a half, is it over ?

Not over just because you have some downward growth.
The only evidence that thumbpulling and mewing work is anecdotal; it might not even have worked if you were younger. Though your hyoid will benefit from correct tongue posture.
Just focus on the things you can definitively change for now.
