How cooked is my frame and what can I do to fix it. 16yo like 5'8 and i got like a 16 inch bidelt

Nothing you will do will completely fix it. You can improve by adding more mass to shoulders and chest.
Don't do the "Spam lateral raises bro" trend, these people are genuinely retarded and don't know what the fuck they are talking about.
Place shoulder exercises first in your programming, chest second.
For shoulders split your sets between a frontal plane shoulder press (if you don't have a machine to do it, just do a behind the neck press), and a lateral raise.
For chest split your sets between a chest press and a chest fly.

If you have 3x a week frequency per muscle group - do 2 sets of shoulder press, 1 set of lateral raise. 1 set of chest press, 2 sets of chest fly.
If you have 2x a week frequency per muscle group - do 3 sets of shoulder press, 2 sets of lateral raise. 2 sets of chest press, 3 sets of chest fly.
If you have 1x a week frequency per muscle group - pick a split with 2 or 3x a week frequency.
