I only agree if you are not more than 3-4 inches shorter

If you are taller your clavicles will look broader and also will be broader.

perceived frame is not the same as actual frame, taller people are broader even when they don't look broader in relationship to their length, it is easy to look wide if your head is tiny, you're short and your torso is small.

I actually do agree
I was saying that shorter guys usually have more dimorphic bodies, but height does make the same 20 inch bidelt look wider on a 6'2 guy than on a 5'8 guy

the same width looks narrower if you're taller, all features scale up with height and the most dimorphic skeletal feature in men is also height as a result.

while that should be true on paper, when I stand on my toes my frame does look apparently wider

I do not think the correlation of height with other dimorphic features is high. Like facial features, bone thickness, penis size etc.

The proportions are still the same

for example bidelt width at 170cm seems to be 48cm on average while at 180 it is about 51cm. Same ratio.

most shorter guys i see have thicker bones and wider chests while taller guys are usually lanky

tall guys with dimorphic bodies are rarer

Actually

to take extreme examples

at 165cm the biacromial width seems to be 40.5cm
at 195cm it is 45cm


That is a difference of about 15% in height, but the shoulder width difference is 11%.
 
The proportions are still the same
perception of an individual without comparison doesn't really mean much, if a tall guy stands to a 'robust' short guy, the short guy still looks small in comparison.
