It is not the best frame to be honest with you.

I would recommend using AAS and seriously dedicating yourself to the gym. The main exercises you will want to be doing are ones that activate the deltoids , lats , neck, chest, (some but not too much) traps, and triceps. These muscle groups are located circularly around the upper portion of one's body between the neck and the top of the rib cage. If you develop all these areas significantly it will greatly improve your frame.

Do not train your obliques really at all, especially through twisting motions. That will add mass to your waist area and mid-torso which could result in an even wider looking waist. Keep in mind that you are only 14 so you have plenty of time to make improvements over the course of the next three years. It is possible that your clavicles and the rest of your proportions are merely catching up to your vertical growth and will develop without direct effort in the future. However I would still recommend the proactive approach.

Your main muscle group to prioritize in order to improve the frame will be deltoids though so you should be focusing on them.
