How often are you swimming?
 
Your muscles are small, be patient and keep working out. Go hard on weighted pull ups/every kind of row/shoulder press and lateral raises. You might not ever have a freaky V taper like guys who naturally have a tiny waist but you still have a lot of work to do as far as filling out your frame.

you can only get surgery. This is the only way to change the bone structure unless you have severe deficiency of certain hormones, which is not the case. Don't listen to muh wolff's law copers, they are retarded subhumans who haven't read a single legit study in their entire lives. They will tell you that muh cucks deadlifts and swimming will change your frame. Unfortunately it's cope. But anyway it's better to be gymcelled framecel (atleast in your case) so gymcel / swim.
