Frecklesmaxxing without skin darkening

I have a lot of natural freckles on face, some on my arms too, but I feel like they aren't "darkish" enough. Everything I looked up that makes them darker is connected with tanning which I don't wanna do.
So is there a method to maximise their amount, or at leat make them appear darker without overall skin darkening?

One of the possibilities howewer semi-usless for me because my cheeks like covered almost 100 precent with them but with clean forhead and shit, and as I know tatooing over existing is impossible
