Depending on them, it may be partially fixable.

For instance, my ESR is around .42-43, however my absolute IPD is approximately 66-67mm.
Much easier to work from the outside in.

You should definitely measure absolutes, they can give you hints on the underlying structural „issues“.

ICD is admittedly important, and even capable to partially offset a low ESR, though, in usual cases, they are obviously strongly related.
The reverse is possible as well.
