Full eye hooding covers your eyelashes so your eyes look less "pretty". Partial hooding or slight uee is ideal since then your eyelashes are still visible.

I beleive in my case my eyes give illusion of full hooding whilst having very good upper eyelashes visibility too.

I think both can look good. Hooding can give you more masculine narrow eyes, but visible, long eyelashes can just look 'pretty'.
