The most obvious example is Hitler and the Nazis failing to exterminate the Jews. By making the attempt to genocide them but only killing a portion of the Jews, the remaining Jews can now play victim and cry antisemitism whenever somebody criticizes Israel. If there was no persecution of Jews during WW2, then they wouldn’t be able to cry about being “genocided” during the Holocaust, or if the Holocaust wiped them out 100%, then they also would not be complaining since they wouldn’t remain.
A good analogy would be antibiotics. Antibiotics can create strong resistant bacteria if used improperly, creating a worse problem when compared to the original problem, where it would be better if antibiotics were never used.
Also, God himself commanded genocide several times in the Bible, so the idea of genocide being automatically wrong is obviously a bunch of bullshit. In some cases, not everyone was genocided but the children were transferred:
Numbers 31:17-18 KJV
17 Now therefore kill every male among the little ones, and kill every woman that hath known man by lying with him.
18 But all the women children, that have not known a man by lying with him, keep alive for yourselves.
The obvious benefit of keeping the female virgins alive is to be future brides for men who are worker bees for their tribe. This is healthy for groups of people. It still lines up with the definition of genocide according to the United Nations:
