Assessment of the so-called incel scene
Berlin: (hib/STO) The federal government's response (20/624) to a small question from the Die Linke faction (20/438) is about an assessment of the threat potential of the so-called incel scene. As the group wrote in it, the term “incel” (involuntary celibates) is a term primarily used on the Internet for men who define themselves by not being able to maintain long-term relationships of a sexual or romantic nature. What the scene has in common is a “patriarchal sense of entitlement that manifests itself in the belief in a right to sex and the resulting degradation of women into objects of their own desire.”
According to the federal government, the “incel” subculture has ideological links to right-wing extremism in addition to a negative attitude towards feminism and emancipation. The influence of the scene, which is predominantly active online, appears to be “limited in German/German-speaking countries,” the federal government also explains. So far, only a few police cases with a possible “incel” background have become known in Germany. “These facts did not pose any threat, which can be primarily traced back to the 'incel' ideology,” the answer continues. The Federal Government does not have any concrete knowledge that the “Incel” ideology or its supporters in Germany are currently relevant to the threat.
According to the answer, the “incel” subculture is not an object of observation by the Federal Office for the Protection of the Constitution (BfV). Its legal area of responsibility according to Section 3 Paragraph 1 Sentence 1 of the Federal Constitutional Protection Act includes extremist efforts. The “phenomenon of latent or openly displayed misogyny, including its aspects of violence orientation,” described in connection with “Incel” is viewed within the framework of the legal mandate and the associated scientific analysis. Whenever it becomes known that extremists associate themselves with the movement, the BfV takes this fact into account in its processing.
Finally, in the submission, the federal government points out “a fundamentally existing potential threat from irrational, emotionalized and/or fanaticized individual perpetrators” whose “potential actions cannot be predicted by the police”.
