The law allows the whole family to receive social benefits if one person (EU citizen) only works 6 hours a week. e.g. a person from Bulgaria cleans a day a week and thus earns 230 € a month, a family of five receives 1,500 € pocket money from the state + rent + free health insurance + other financial support + everything the welfare system has to offer. In Germany, without a degree, you live better from social welfare than from work, that's a huge problem.
