I started college at 17. My birthday falls in December. I grabbed high school in June when I was still 17. When I started college in the fall, I was still 17. I didn't turn 18 until 6 months after I graduated high school. I was one of the few in my graduating class that was 17. We had a few graduates who were 19, but most were 18.
