Yes, it happens when the guy isn't that good looking, they are in public and others can see them, I mean she could be affectionate when they are alone, but she will be kinda embarrassed to show any affection in front of others.
You would probably do the same if your gf would be kinda ugly or chubby - I mean for you she could be fine, and be attracted to her, but if she's not conventionally good looking, others could look down on you for being with her, so you'll usually refrain from being physical with her in public.
