My assumptions are that she's not a foodie/culinary expert hobbyist of any kind.

It's kinda similar to girls putting 'travel' as their hobby/interest. But then never having done anything other than citytrips or sitting at a beach in Spain for 2 weeks.

You don't have to be a cook/chef to be a 'foodie' imo.
But you need to have some basic knowledge of food, which regions in the world serve what type of food, have tried most types of food there is in the world, know good restaurants and what to order. Type of person who can look at a menu and know what 80+% of the things on there are by default. Can separate good from bad restaurants easily, etc.
Either that or be a hobbyist chef that tries out new dishes/recipes regularly. I guess would also qualify
