Two things make a guy creepy....if she thinks you're ugly or you're very non NT. That's why two guys can do the same action and from one guy it's ok and the other guy is a creep. At my job, I always touch this blonde foids hair and she says nothing about it and just lets me do it. If I was a 5'5 indian touching her hair, she would call me creepy and report me to HR.
