It has happened with me multiple times where a girl who is with another guy (who may or may not be her boyfriend) starts giving me IOIs or putting her in proximity to me, or introducing herself to me.

Sometimes the girl is actively holding hands with the guy (which obvio means he is boyfriend), or sometimes not (ambiguous territory).

In all these situations I get confused what to do since I think it is not ethical to hit on that girl... sometimes out of the empathy for the guys... or because I want to make as less enemies as possible. I have legit avoided even asking for the girl's number in these cases.

What do you think is the right way to approach these situations?

There’s a girl at my gym who has a boyfriend who’s been giving me signs for ages. Idk if she still does but I’d catch her looking even while she would come gym with him. Last 2 times we saw each other she smiled and made long eye contact.

Today while I was walking to gym we happened to be going the same way so we made small talk while we walked together for like 5-10 mins. Missed my chance to get the snap or something.
