Give me a logical explanation as to why I shouldn’t be able to own a pet cougar

First of all, if people can own these big ass dogs like golden retriever, German Shepard, etc .. why can’t I own a cougar? It looks cute and I want to pet it, it’s not that big, it’s classified as a small cat unlike lions and tigers, and instead of it’s babies being called Cubs it’s called kittens.
