Fashion depends a lot on your face, hairstyle, and body a lot. Are you masculline, feminine, lanky, buff, skinny fat, short, tall, do you look very young, very old etc. etc.
It would be difficult to give advice without pics or at least descriptions.

I recommend investing in high-quality, plain clothes. Plain never goes out of style and if it's high-quality it'll look good on you and last for a long time. Plain clothes also don't look too try-hard, unlike those t-shirts with a big logo slapped on the front. They look obnoxious and too loud. I spent £160 on a plain black hoodie earlier this year and it still looks brand new through numerous washes. If you give me a budget I'll recommend you some good brands if you'd like.

400€-500€ maybe. But I thought about buying some used clothes, since nobody can tell and you save 2/3 of the price

There is some apps for fashion. You should learn by going shopping every week and not once a year.

I recommend Reigning Champ for sweaters/hoodies. I recommend Zara too just for clothes in general. Try Grailed, Depop and eBay for used clothes. If you tell me more about what your style is I might be able to give you better suggestions.

ATM I wear only Jeans and joggers. Air max and normal sneaker. Bomber jacket and I have a coat left for winter. Normal uni color Tees. A few hoodies

Get a grey hoodie to go with blue jeans, don't get black or blue. Make sure you keep your white shoes clean otherwise it'll make you look scruffy. If you're wanting more joggers, I recommend Nike Tech Fleece. For cheap, plain t-shirts I recommend Uniqlo. If you're willing to invest more into ones which will last then I recommend Acne Studios. r/malefashionadvice have some great recommendations if you look over there.

Based on what you wear I'm gonna give u some examples.
For jeans get a nice slim fit black or blue mid or light wash. Try to stay away from acid wash-like jeans cuz they look ugly. I recommend getting cropped pants or cuffing them. Pay attention to ur socks tho u can never go wrong with white nike socks. Also take a look at beige chinos. For hoodies stick to monochrome. You can get plain hoodies or with brand logos, again depends on ur taste, just make sure the logo is basic and not too flashy. Same goes for the t shirts, but make sure the fit is right so that u can get the best of ur shirt. For the shoes just stick to the classics. You can't go wrong with nike, vans, converse, adidas and etc, but try to get colorways that are easier for u to colormatch. For jackets look into black or blue denim jackets, black leather jackets, windbreakers and a nice coat for the colder weather. You can also start layering with flannels. For boots u can go chelsea or combat above the ankle boots.
Idk how u look but these options generally look good

always wear tight-fitting monochromatic things. don’t use extreme colors, black-white-navyblue is good. invest in some cool jackets like bombers and leather suede jackets. also a topcoat might work.
