I have good boonies defintion but my undereye support is real bad,
so basically high set cheekbones don't mean shit about undereye ?
 
your lower infras are bad then
 
There can be various possibilities

Not high set enough cheekbones
Dowswung maxilla
Recessed maxilla
Lack of upward projection in maxilla
