Perhaps. Or its just Google wanting their shadow bans solid. See, if you're shadowbanned, you can still see your comment but no one else can. And that shadow's tethered to your IP address and browser and even cookies. So if you open another browser, non-Tor, you'll still see your comment. But if you use a different IP address that's unfamiliar with your cookies, and do not log in to Google, you won't see your comment. A Tor browser makes that easier to do without having to grab another address.

Google wants you to stay on their network even if they don't want to see what you have to say that they disagree with.

Views/clicks and length of time are money for them. Thus advertisements. So say you're a nigger hating white supremacist that spends a lot of fucking time online viewing ads. And Google wishes to avoid lawsuits and government fines but they don't want to lose any money with you. So they'll allow your nigger hating self on their network commenting nigger hating remarks that you'll be able to see. But no one else can.

They don't wish for you to grow a greater nigger hating brain and figure out no one's reading your nigger hating comments because you'll feel no one cares to hate niggers and that network's full of mudsharks and so you'll take your nigger hating to another network which means less money for them.
