There's strict immigration laws for safety reasons. It's a long process to let people in + there's no citizenship offered so they don't bother. Even then we still have a lot of syrian, lebanese, egyptian and palestinian immigrants here in kuwait where I live.

Also, Mizrahim and Sephardim are just as smart and highly intelligent, quite frankly. (Especially by EQ means).
