GPT-3 cannot be run locally, and neither will GPT-4 probably.
But AI development is insane, DALLE 2 cannot work locally either yet Stable DIffusion works with $200 gaymen GPUs.
It's likely that there will be efficiency gains that will allow something on the level of GPT-4 to work in a potato in a few years.
Not to mention edge ai hardware.
