What's likely:

1)The black teens illegaly entered the pool and started causing disturbances.
2)White men tell them to leave as they are not guests at the resort the pool is from.
3)Black teens don't listen and get beaten up.

Those nations get billions of dollars in aid from the west. Jamaica has crime because of the Jamaicans. It's one of the most violent places on Earth. That's why wherever you move a large portion of Jamaicans, anywhere in the world, no matter the government system, you'll always have violent crime. All the time. Whether they be in Jamaica, the UK, Canada or even Antarctica. If we had a city on Mars and you moved 10 thousand Jamaicans to Mars, you would get violence.
