If i’m 16, 5’9 (dad is 5’11 mom is 5’8/9) and i already have a happy trail, a some facial hair, and really hairy legs/arms, does that mean that my growth plates are really close to closing/already closed?

You could lie and say that you injured your hand and cant move it that much and it hurts so tell them you want a xray to se if its okay
