Usually this isn’t a thing in any open world game even gta 5 u look at Lamar who is tall in cutscenes but literally the same height as Franklin when u switch to gameplay 
In gta 5 there are the male characters who are all the same height and the female characters are a bit shorter but all the same height as each other
Ig they do this to avoid multiple motion capturing and ppl were talking about gta 6 having 600k animations but I bet half of that are animations for different height ppl doing things like sitting down etc
