The maxilla grew downward too much thus resulting in vertical maxillary excess (VME). Women are more likely to have it. Men really shouldn't have more than 1mm of gum show; it really detracts from the aesthetics of the male smile.

That guy probably needs his maxilla to be impacted in an upper jaw surgery at least.
