sitting at 13-14% bf 174, maybe 81kg

do I cut or bulk bois, is bulking a fucking meme ?
I wanna become big af, but i dont want to go around another 3-4 months with a fat face,
my face looks like proper shite when im bloated, i look like 3.5 psl and when im lean im like 5.5 or above
