What this will actually change is something you noticed yourself - until now, American companies would rather sponsor an H1B with a couple of years of work experience than to train one up themselves.

The big players will outsource a significant part of their tech divisions, while the smaller ones and start-ups, who can't just create an offshore office, will have to train up new graduates themselves, and thus make it easier for Americans to get a foot into the door. Ones the entry positions have been trained, they'll have a leg up on all foreign talent.

Same goes for my friends in cybersecurity, AI, networking, it’s not just my story there’s solid data behind this. According to the Stack Overflow Developer Survey, around 85% of hiring managers said they're struggling to fill DevOps and infra automation roles. In tech there are many mission critical high specialized roles that require lot of niche expertise that you cant just learn easily that is not easily found locally so they have to go global. Ask anyone in tech this is common

Now, coming to the immigrants undercutting wages point. I dont think that apply to high-skill tech jobs. H1B visa comes with strict rules. I have to be paid the prevailing wage. This is a requirement means I have to be paid the same as my American teammates. Even USCIS data shows 66% of H-1Bs went to tech jobs last year averaging around $120K.

Companies aren't hiring people like me to save a few bucks they hire because if something critical infrastructure fail it is finished. Remember the 2021 AWS outage. That thing cost $150 million an hour for companies. Multiple companies lost hundreds of millions of dollars. Billions of dollars lost overnight
