it's mainly the pfl but yes it will, but rather lower eyelid rétractation

So basically my PFL is short; and fillers or some lower eyelid procedure to make my eyes more vertically narrow would balance out my short PFL, right?

lower eyelid will give you the illusion of wider pfl, and yes your pfl is too short, try to hard squint and imagine this been a worst result than lower eyelid retractation, your eyes looks wider.
