It highly depends on the situation. Some people have problem just because they have extremely big foreheads and it would look uncanny for them to fill it with hair, so they get forehead shortening surgery.

For some people with receding hairline, hair transplant would work.

Besides that, it wouldn't work very well for bitemporal width since it's about the bones, I assume you have wide bitemporal so it could work slightly but most prob won't look as good as a person who born with good bitemporal width since you're frauding with hair but it's the bones.
