I think that is possible and the transplanted hairs will be preserved. Your scalp flexibility will play a role in how much lowering is possible tho.

I tried to get it done in nyc but the doctor said that I would have to have 0 people in my family balding (don’t know my grandpa) and it wasn’t worth it for 19 year old.

Over for me. All I can hope is I can relax my hair enough so that it falls down over my forehead.

You would benefit a lot from more chin height. More chin height will balance your facial thirds and make your forehead seem less big.
