Haiti vs Dominican

Same Island, Same population size but Dominican is about twice of Haiti's size. Haiti had 17 years head-start to sort themselves out. Fast forward to 2023, Haiti is a failed state with gangs all over the country (to the point that UN voted to send troops to get them in check) while Dominican is a thriving upper-middle income state.
