Beauty is not distributive: if a set of parts are beautiful, that doesn't mean the whole which combines all of them will be beautiful. Explanation as to the beauty of an object being in terms of the beauty of it's parts isn't always adequate to show somebody will be generally more attractive.

I really can't say, it hasn't really been studied that much in these spaces. When people talk about harmony here, it usually means they can't give reasons like the ones you want. If they can, then the case usually falls within the approximation to Hernan Drago and Hexum theories of facial aesthetics
