But there's evidence of IQ raising with education especially in Singapore I think so I don't know what to believe

Asians IQ is higher than whites, as far as I'm aware Romans were about 100 same as we are now, peak IQ was about in Victorian Edwardian period for whites accounting for the sheer amount of inventions around that period.
